Saute the onions, rutabagas, celery, and carrots in the olive oil for a couple minutes
until they start to brown. Add the beef tips, beer, salt and pepper, and garlic and cook on medium to high heat until the meat is seared and beginning to brown. Add the water and beef base and braise for at least 1 and a half hours until the meat is tender. Thicken the stew with the cornstarch and water. Add the cabbage and simmer until it becomes tender. Serve over mashed potatoes.
