In sauté pan, sear chuck tips with peppers and onions as well as the Quebec seasoning. Set aside.
Place tortillas on flat top with cheese equally distributed on each tortilla. Add the seasoned beef, onion and pepper mixture to one tortilla and place the other tortilla on top. Arrange decoratively on serving plate.
